OPENING CEREMONY SPEECHES Ctı9eııeratio� 'Wasü reaı�ı �ıı6frs & OJP-sile (Jtlfl!fatlpıti • • vıewıng 81 h lnternational Cogeneration & Environment Conference and Exhibition was held by The Turkish Cogeneration and Autoproduction Association and Teknik Yayıncılık A.Ş. in technical cooperation with Cogen Europe on 23-24 May 2002 in lstanbul this year. The conference, where cogeneration applications, autoproduction investments, recent developments in cogeneration systems were discussed in several sessions, had both local and foreign participants with several visitors. The conference opening ceremony started with a speech by Mr. Özkan Ağış, The Turkish Cogeneration and Autoproduction Association Executive Committee Director. He said: "it wi/1 be quite wrong to ôzkan Ağış consider this conference as a platform only to discuss problems of autoproducers, as this conference holds to be an exhibition of information and recent developments in Turkey where advanced electric and heating production technologies are introduced". He also stated that since the last conference, autoproducers' capacity has increased from 2700 MW to 3200 MW and power generation has increased from 17 billion kWh to 19 billion kWh despite the recent heavy crisis undergone. Ağış alsa said: "Besides, due to the high output capacity of cogeneration systems established by autoproducers, our country has managed to achieve 1, 6 million TEP primary power savings. Although our autoproducers has succeeded in producing % 15 of /ast year's total power generation in our country, they are shocked by the price of 45000 TL per kWh that the Ministry of Energy and Natura/ Resources is trying to app/y on autoproducers which is even incapable of covering natura/ gas cost in production. " Ağış also said that although power market is not in full action, it was considered that the market is in action and the decreasing price at a rate of 34% for the autoproducers is treating the sector rough. Then he asked for quick and immediate solutions to autoproducers' problems. Ağış noted that natural gas being brought to use at only 5 cities ali around Turkey in years created unfair competition of power and heating production costs between these regions and the other regions in Turkey, and he presented several suggestions noted below to stop the unfair competition as soon as possible: 1. To complete natural gas pipelines that are being constructed and are planned to start as soon as possible 2. To develop and announce the required regulations to have biddings for natural gas city grid distribution systems immediately 3. To bring natural gas price to a more appropriate level, as the autoproducers and industry players are paying app. 20% more compared to Europe. Cogen Europe Director Simon Minett in the opening Dr. Siman Mineli ceremony said, 'Just as politicians, po/icy makers, environmentalists, everybody who has knowledge on thermodynamics say cogeneration is a very important factor and a part of energy policies". Minett also added that unfortunately there exist numerous problems that stop development of cogeneration in several countries as well, and that it is an important priority to handle ECOGENERATION WORLO 19
