OPENING CEREMONY SPEECHES Cogeııeı-atiını, 'Waste reani, k.ııg]Jtitt-WJW/1,s & @JJ>-silk (Jtııırat(brPı opinions of market participants to design and regulate this market, regulations, notifications ete. prepared by the institution wi/1 be announced and presented to your evaluation on the internet web page." Minister of Energy and Natural Resources Zeki Çakan started his speech by giving information on investments and existing stations: "As 3 new natura/ gas power plants are now in action through investments and alsa due to the high water /eve/ in our dams compared to /ast year, it is obvious that there wi/1 not be any energy shortage until 2006 now un/ess extraordinary events occur. Of course our dams are important and essentia/ in power generation but no hydro electrica/ power plant in the world works for 24 hours. As we have not hold any maintenance program on thermal power plants, we strugg/e to ho/d these power plants going and try to maintain installed power of 29 thousand MW and upkeep a part of 2000-2500 MW capacity continuous/y. " Mentioning changes applied in autoproducer regulations, Çakan added, "Especially new regulations are made for autoproducers generating power using wind, diese/ oi/, naphtha and LPG and rules are designated to determine the sa/e price for extra energy. Besides it is made possib/e for autoproducers to transfer generated power to partners benefiting from TEİAŞ and TEDAŞ transmission and distribution facilities without any regional restriction. " Explaining that there existed several pressures especially in the struggle against illegal use and leakage as benefits are concerned, Çakan also informed on works held for this struggle. He also noted that this situation created unfair competency. On Baku-Tbilisi-Ceyhan project, Minister said that 50 million tons of crude oil will flow from Caspian to Ceyhan and Turkey will receive every year 200 million USD passage fee for the first 16 years, and 300 billion USD passage fee from 16th to 40th year annually by this project. Through the agency and initiative of Turkish Cogeneration and Autoproduction Association the week of the conference held by the Ministry of Energy is announced to be the "Turkey Cogeneration Week". First time this year; Most Successful Cogeneration Plant Award took place. in two categories, the award for applied cogeneration systems under 10 MW are as follows: 1.
