Then comes the good guy. in Europe several political frameworks were formed and growth of cogeneration was supported which could not be brought into practice. There are several methods like supporting systems, technologies with high efficiency and low emission. in general fossil fuel energy efficiency increase and together with association in other countries like Turkish Cogeneration Association which wi/1 also help with regulation put into practice. Cogeneration is tool he/ping us to reach our environmental targets. We have set principles and the first one is to use as much as we need to. Second princip/e is to use new generation energies and third is to use energy cycling /ess ifpossible. Because it is no use to change regulations every two years and for this it requires a stable and an open regulation framework. Also we should consider other political precautions like external costs, external costs for energy cycling." He also mentioned the iliegality, which is considered more recently by the players in the market, and he noted that ali indefınite issues should be cleared with a legal framework set on cogeneration. Turkey Cogeneration and Autoproduction Association Chairman Özkan Ağış mentioned about the problems and applications in Turkey pointing out the decrease in price of the energy produced by autoproducers, as the extra energy was sold to city grid networks which was mistakenly considered as energy abundance. He also noted that although the recently approved law no 4628 is a law operating electricity market, which wili not actualiy operate the market, and the prices should not be changed until the market realiy starts to operate and regulate itself. He said that as autoproducers use 80% of autoproduced energy in their own facilities and factories, the left 20% should not cause any problem, which is app. 3-4 biliion kWh. GE POWER SYSTEMS Another problem Ağış has mentioned was the short transition period. He suggested that instability in the market would stop ali planned investments and Turkey needed investments. Gert Jan Bakker from Cogen Nederland in his speech told about energy in the world and applications in Europe and gave information on expectations of natura! gas ali around the world. He also discussed the importance of fossil fuel consumption reduction due to global warmth and compared cogeneration efficiency with other energy resources and said that no grid network is required for the development of cogeneration. He also noted that Holiand has 40% cogeneration where Denmark has 45%, Spain has 15%, lreland has only 2% and Turkey has installed capacity of 12% that is equal to Poland and China. German CHP Association representative Prof. Klaus Traube in general mentioned cogeneration applications in Europe and told about developments recently realized in Finland Gert Jan Bakker in which the rate of energy obtained via cogeneration is 36%. He also pointed out that the main obstacle against the spread of cogeneration is the benefit of large-scale companies and suggested that decentralized production is the solution for !his problem !hat Turkey also suffers from. Hellenic Association For CHP representative Costas Theofylactos mentioned cogeneration applications and projects in Greece and efforts of Greek Government to create a power center of Balkans and said that improved relationships between Turkey and Greece also created more cooperation possibilities in several pipeline projects with supports of EU.
