Former renewable energy law brought an excellent tendering system. That is, the price of water used in the electricity generation. In the tender, the highest bid offered as water utilization fee, is becoming the winner. This fee sometimes rose up to 8kr/kwh. The clever decision makers know very well, how to make money from the water. As long as power generation continues, water fee is flowing to pool of Treasury of Turkey's Republic. The same system is used now in the selection of the eligible wind power investors. The highest offer as wind fee, becomes the winner of the tender. In the strong capacity wind Project, the highest fee can be climbed up to 3,43 kr/kwh level. This system has brought a very big move to the wind energy market. Now it is the turn of solar energy. Electricity prices are at their historical Law. Despite of this fact, the biggest power generating capacities are under development since our republic date(1923). How should we interpret this situation? The electricity prices of TEDAŞ to industrial consumers is 15,757 kr/kwh. But, it is declining in the free market. Nowadays, day time prices are fluctuating at the range of 14,0 kr/k-wh. Itis coming down to 7,137 kr/kwh during the nights. The eligible consumers can buy the electricity with appr. %10 lower prices than the official tariff (15,757). Since night prices are lower than gas prices, the new investors or IPP operators prefer their combined cycle designs in "cycling mode". That means, at 22.00 o'clock, they shut down the plant and they restart it at 07.00 o'clock in the morning. Thus, they prevent their selves from the losses of the night shift operation. Despite of this fact, why IPP operations are stili applying to EMRA to get new licenses? These are two reasons: First reason is the very high increase in the electricity consumption. InJanuary, 2011 it was 13.2 per cent. it became 12.0 per cent in February. The second reason is the unbelievable high in the summer peak. Each year, air conditioner demand 1000 MW more power, compared to previous year. This year, we are expecting the summer peak to reach to 38,000 Mw. Too good to be through. This too good development is expanding the appetite of the investors. Fast development of the Power investments forces TEİAS to the new rasks. As we are well aware,TEİAS was exempted Summaries from the unbundling operation brought by Electricity Market Law Nr. 4628. Since 1O years, the saıne back bone is carrying the increasing load transmitted to the consumers. Some of the H.V transmission lines have already been overloaded since many years and they need to be supported or to be renovated. We are expecting APK Department of TEIAS, to analyze the regional supply/demand situation of the H.V transmission lines and active/ reactive balances of the systems, in !ine with the renovation program up to year 2030.
