Sightseeing in Our Energy World Nowadays energy related news have settled in our daily life. A lot of energy news has been circulating in the meclia. We are outlining some of them as follows: ■ Nuclear plant: burdens, danger, security of supply. ■ The consequences of non extending fust gas contract with Gazprom ( gas through transbalkan pipe !ine). ■ Regional reactions to the construction of coal fuing plants or hydro plants. ■ Why !ast tenders of TEDAS Distribution Regions aren't successful? ■ The biggest pare of unbalance between import and export, as if, has been originated from energy sources/bills. Today, we are going to touch to only the most important ones. Last Price lncerase in Feed-ln Tariff Of Electricity Almost 2 months ago, The feed-in tariff of electricity has been increased 10%, then after, natural gas price 14.5%. These price increases caused very big losses in the energy bills of industrial consumers. These increases have been weakened their competitiveness on the products, they are exporting. Siınilar damages occurred on the energy bills of the residential consumers. Only people which are happy with feed in tariff in electricity, are the independent electricity producers. But their happiness lasted very short time. Because, 2 weeks later, Botas increased natural gas price 14.5%. At the end of the day, nothing is changed for gas fuing IPP, because, 10% increase in feed-in tariff was enough to compensate the gas price increase (because of gas share in power production cost is 65%. That means, 0.65x14.5=9.6, a little bit less than 10% ) In other word, !ast price increase doesn't cause any lost in the invoices of gas fuing combined eyde plants or cogeneration facilities. Last increase in feed-in tariff provided a significant support to wind power and hydro power plants operators. This is a kind of incentives to be added at the top of existing 7,3 dollar cent/kwh. Why Last Tenders For TEDAS Regional Distribution Centers Aren't Successful? As everybody aware, TEDAS electricity network have been divided in to 21 regions to make the privatization process easier. Since the mid of 2010, State Privatization Organization (OIB) have been tendering these regional clistribution centers, one by one. 15 Centers were already privatized up to !ast tenders of BEDAS (lstanbul European side), AYEDAS(lstanbul Asian side) an GEDİZ(lzmir and its environment). These 3 reginal centers are representing the 35% of the Turkey's total consumption. The results of these 3 giant regional clistribution centers were not successful, due to the following reasons: ■ Interest of the international scaled companies are not attracted suffıciently for entering in the tender or for establishing partnerships. So the local companies, couldn't provide necessary fınance from the financial environments. ■-"Bıcl price couldn't be estimated properly due to lack of Summaries the support of specialized consultant companies and the feasibilities report prepared, were not satisfying to fınancial environment. At the end of the day, the projects for which, finance is required are not found "bankable" by the banks. Since the principal of the requested finance is not provided, they had to burn their bid bonds. ■ Another mistake in the tender was to give adclitional production license to the clistribution operators. This was a mistake against the Electricity Market Law (no:4628). This mistake would cause unfair competition \vith IPP operators in the region. I hope, ali these mistakes will be considered as "lessons learnt" for the next bids. Actual Future of Energy on the Agenda at the Global Level Turkish Industry and Business Association (TUSIAD) organized a meeting titled 'Simulation of Global Energy Strategies: The next 10 years of Turkey'. Coordinated by the geopolitical analysis institution STRATFOR, the meeting was held at Halic Convention Center. Energy experts from Turkey, USA, Russia, Georgia, Azerbaijan, Germany, Iran, Iraq and Saudi Arabia who play decision making roles in their countries, demonstrated a simulation tl1at shows tl1eir possible course of action in case of a possible energy crisis based on an initial scenario presented to them. With the simulation, the goal was to determine the main energy trends that emerge in the region, to support forecasts related to problems and bottlenecks that can be observed in the energy area, to bring forward the behavioral patterns based on cooperation in order to make energy a factor that supports global and region al peace and welfare, and to emphasize the fact that energy security can in fact be developed with win-win scenarios in the view of public and mainly of the business world and academic world. The opening speeches of tl1e meeting were delivered by TUSIAD Chairman of the Board Ümit Boyner and Ivünister of Energy and Natural Resources Taner Yıldız and Minister of Foreign Affairs Ahmet Davutoğlu as well was among tl1e participants of the meeting. 'Action Plan for Climate Change in Turkey' Disclosed during the Turkish-German Common Workshop for Climate Protection and Carbon Market Turkish-German Common Workshop for Climate Protection and Carbon Market was organized on September 16th by the Ministry of Environment and Urbanization, Ministry of Environment, Protection of Nature and Nuclear Security of Germany and German International Cooperation Institution (GİZ). During the workshop, tl1e goals to be realized as pare of the Climate Change Action Plan were laid on the table. The main topics of the workshop that was organized at Ankara Rixos Hotel were 'Turkey's Action Plan for Climate Change', 'Implementation of European Emission Trade System', 'Tools to decrease greenhouse gases as part of carbon market initiative' and 'Public - Private Sector cooperation in Implementation of Emission Trade System in Germany'.
